The disability certificate (Shogaisha Techo) allows individuals with disabilities to easily access welfare services. There are three different types of disability certificates:
The Physical Disability Certificate is issued to individuals with impaired physical systems (such as vision, hearing, balance, voice, speech, mastication, and limbs) and impaired organ functions (such as the heart, kidneys, respiratory organs, bladder, rectum, small intestine, immune system, and liver). The impairment must be confirmed by a judging institution, which will classify the severity of the impairment from Grade 1 (most severe) to Grade 6 (least severe).
The Developmental Disability Certificate is issued to individuals who first displayed symptoms of impaired mental function as a minor (usually before the age of 18). The impairment must be confirmed to meet certain criteria by a judging institution. The judging institution classifies the severity of the impairment in the form of A1 (most severe), A2 (severe), B1 (moderate), and B2 (mild).
This certificate is for people with a psychiatric impairment that causes limitations in daily and social living for a long period of time. The certificate has three classifications from Grade 1 (severe) to Grade 3 (mild). Those who wish to apply for the certificate must have received the initial diagnosis at least six months prior to applying.

How to apply | Please apply at Counter 13 or 14 with your disability certificate and seal. (If a proxy is applying in place of the applicant, the disability certificate, seal of the applicant, and ID of the proxy are required). The pass is automatically updated and mailed to you once every two years, so application is required only once (i.e. at the time of the first issuance of the disability certificate). |

This coupon is issued for those with special needs who cannot reasonably use the free City Bus pass because they reside outside of the City Bus service area.

This allowance is available for parents and guardians raising children with special needs (physical or mental disabilities of middle or severe levels) who are under 20 years of age. This allowance has income restrictions.
This allowance is provided for children aged 19 or younger living at home with a severe disability that requires constant care for daily life. This allowance has income restrictions.
This allowance is provided to persons aged 20 or older living at home with severe physical, intellectual, mental or other disabilities that requires constant special care for daily life. This allowance has income restrictions.
